Introduction
What is CADRE?
Within Australia, the government and academic sectors are increasingly looking at how barriers to accessing data can be lowered. Some government agencies are adopting the Five Safes Framework to support the release of data. The Five Safes are:
'Coordinated Access for Date, Researchers and Environments' (CADRE) is an open-source platform that provides an operational model that responds to and overcomes sensitive data management access challenges. It establishes a shared access management platform which coordinates necessary information to make decisions about access to sensitive data.
At the Australian Data Archive, we have developed training that will help users to understand the Five Safes framework on which the platform is based on. There is also an additional module on roles and responsibilities for research groups in relation to data management and governance. It is highly recommended that any new user of the platform completes both modules before requesting access to data.

Terms & Acronyms
- Data Sharing Request (DSR) - the output from the process of requesting access to a resource.
- Data Sharing Agreement (DSA) - outlines the terms and conditions for accessing and using the requested resource.
- Project - a space to record and organise information related to a project that requests access to data.
Roles
- Data Applicant - someone who is applying for access to data.
- Data User - a data user is someone who has received approval to access the requested data.
- Collaborator - invited person(s) to a project and/or data sharing request + agreement. A collaborator cannot edit any process they are invited to. They are included in the decision for access to the requested resource and once approved, have access.
- Project Owner - project owners are not a legal term but a functional role for a project. It can be held by multiple people. An individual can set up a project and invite others to be a 'Project Owner'. They don't necessarily have to be included in the project. An invited owner to a project can edit the linked data sharing request before submitting. An owner may not necessarily require access to the data.
